How do you align the objects in two different viewports without moving the viewport border?
The answer has to do with aligning the views using the MVSETUP command.

The scenario below shows two viewports where the column grid does not align vertically. |

Columns B12 needs to align with column C12

To pan the lower viewport just the right amount to the right, start the MVSETUP command
and use the Align option. |

Now the Vertical option will be used to align our columns to each other vertically. |

Specify a base point for the alignment in the viewport that you don't want to pan.
Now Select the point in the other viewport that you want to align to the first point.
Note: you will need to use a temporary OSNAP to remain accurate for each point. |

Exit the command by using the ESC key. |
