PostalCAD has a very unique pop-up menu for adjusting some basic settings in a drawing file.  Under the PCAD menu pull-down you will find a listing for Settings.  This list is a mix of PostalCAD and AutoCAD variables and utilities. 

Another way to get to the list is to use the S key or hold down the CTRL key and right-click.
