I never use the filters section of the layers dialogue box.  Is there a way to minimize this area?

Sure there is, right-click on the highlighted layer in the right pane and un-check "Show Filter Tree", no more filters area.  The filter, group, and Layer States buttons are still available if you need them on the fly.
