Have you ever tried to stretch a selection set of objects that includes a block definition? 

This is a fairly typical situation in many drawings, and the block usually moves the same distance and location as the rest of the stretchable points, but occasionally the block in the selection set may not move to the new location.  The reason for this is because the block is either on a locked layer or you are not capturing the grip (insertion point) of the block with your crossing window.

There are three ways to stretch a block to a new location.  Capture the base point grip and at least one other entity from the block instance with a crossing window.  The entire block extents (excluding the base point grip) with a simple (left to right) window.  Picking on a visible element within the block to select it.  Any of these methods will work or in combination of each other.

Remember, all 2006 AutoCAD products now allow you to pick multiple entities in a single instance of the stretch command.
